Statement Municipal Bureau of Vert-le-Grand
met September 29, 2007
on the draft accession of 5 new common
the Community of communes of Val d'Essonne
The town Vert-le-Grand, also believes that expanding the community of Commons by the accession of five municipalities in the south would cause unacceptable geographical imbalance for her.
It reiterates that the purpose of the community of Commons is not to be a simple tool for economic development - which it already contributes substantially - but it also has a human purpose, that of being a community of men and women united by common bonds and notes that municipalities have no candidates, or whatever, links with the population of Vert-le-Grand.
She also notes that the application of these municipalities do not demonstrate obvious way to a genuine willingness to adhere to the objectives of the Community Commons.
The town Vert-le-Grand reaffirms its refusal of being confined to the sole role of breadwinner at the expense of its environment, its landscape and its setting life.
For these reasons, it expresses serious doubts as to the interest of local community to welcome these new communities and is firmly opposed to the draft decision on this be submitted Community Council of 16 October 2007 and next to the date of municipal elections.
For Municipal Office Vert-le-Grand
Stephane Huet Deputy Mayor
few days ago, we told you about the application of common Echarcon entering the town of Evry, leaving at the same time the community of communes of Val d'Essonne ( see article ). To go further in understanding the challenges of a village like that of Echarcon, Essonne News visited the town and met its mayor, Robert Coquidé. The opportunity to discuss the ins and outs of intercommunal, and understand the path of a typical village of Essonne.
It was a great sun, Tuesday, July 13. Appointment was set with Robert Coquidé Echarcon in town hall. Echarcon is a charming village located south of Smooth, with neighbors Villabé, Mennecy east, Green-le-Grand and the Little Green to the west. Overlooking the valley of the Essonne and its marshes, the town turns toward the major grain areas of the heart of the Essonne. At the entrance to the town hall, a sign announces a summer break in the supply of daily bread. Echarcon does indeed no local shops. It is therefore a Bakery Vert-le-Petit, who delivers here every morning to municipal employees, which transforms the mayor in bread. This is a summary of the situation somewhat Echarcon, as we book the Mayor. This is a dormitory town. Residents often work in Evry or in the vicinity, and the village does not really work. It is this activity which is vital to the finances of any municipality. Bring in business, which brings money to the host community, unfortunately, it can not be decreed. In recent years, the weight taken by the various intermunicipal well result often the question: how to make it attractive area to attract investors and create jobs? The simple solution is to combine expertise in this area several municipalities grouped under an EPCI ( see article).
Echarcon done so far part of the Community of Communes du Val d'Essonne (EAAC), she also assisted in the creation 2002. In 1989 several towns in the valley of the Essonne set up a first cooperation inter. At the time Mr. Coquidé summarizes, "to counter the project SDAURIF (master of the Paris region) to build 20,000 homes on agricultural plateau. Echarcon therefore projects itself towards the south, which lead to the creation of EAAC. Today, the town seems to be attracted by new horizons. It was around that now turns Evry Echarcon. Met on this subject, Robert Coquidé explains the reasons which led the town to choose this option:
"In 2002, Manuel Valls suggested that we enter with Evry in urban areas, but we were not recovered from trauma 1989 (note: the master plan). With EAAC, we do not find our account. (...) Here is a place we are sharing the expenses, not revenues. Echarcon For example, transferred its garbage at a cost that has risen from 50 000 to 65 000 euros in two years, today 72 000. (...) There was no one euro invested in the town, and we believe the calculation is 60 000 euros lost every year. "
Village Thus a better eye for the possibility of combining with Evry. Echarcon emits however claim to entering the caeca. The aggloméartion take charge of public lighting, rehabilitation of several roads and mass transit redifinirait and clean. Mr. Coquidé wishes to effect the establishment of a crossover bike until smooth, and a reflection of their common attachment to the network CTBT, which would facilitate the travel of its citizens. The entrance to the town in the lap Évryens, if the decision of the warden allows, she will give ideas Mennecy? The town of 15,000 inhabitants seems to want to get closer to the end of the prefecture, and could well turn away from its neighbor Ballancourt. The editors continue the debate from the start by giving call on all actors involved in these issues.

Background http://sh-mennecy.blogspot.com/2010/07/echarcon-sortirait-du-val-dessonne-pour. html
The common Echarcon, populated by 724 inhabitants in the last census, is seeking a destiny. Robert Coquidé, its mayor, has broken with the Community of Communes du Val d'Essonne (EAAC), there is little at a community council. Involved, the treatment of his city in the intercommunal structure. Coquidé says, "there is not one euro invested Echarcon. By asking its attachment to the town of Evry, the mayor hopes other reports that those interviewed so far. These are mainly for financial reasons that the city wants out of Echarcon EAAC.
Mayor Echarcon, reached by telephone, assured: "I participated in the creation of EAAC. But today, he considers that his hometown "has lost much" in the Val d'Essonne. He cites the redistribution of money between municipalities, noting that about 8.7 million euros, its joint gets only 3400 euros.
the side of the Communauté de Communes du Val d'Essonne, comprising among others Cities Ballancourt, La Ferte-Alais and Mennecy the announcement of this possible departure leaves perxplexe. According to the president's cabinet Imbert, "we do not ask us our opinion" on this issue. The EAAC seems to disapprove the separation Echarcon, and sees the village as part of its approach to planning: "In terms of profile, Echarcon has its place in the EAAC (...) in its planning, its basin life, she finds herself in an intermunicipal like ours, "says the structure.
Echarcon does succeed, according to his will, to change intermunicipal? For now, it is the state, and therefore the prefect to decide, after consulting a specialist committee. "We trust the state to work on a logic of territory," says the EAAC. Greater Évryens could see a few months the entry of a new county, last night after the formalization of the arrival of Villabé. If it appears that development south of the conurbation Evry Centre Essonne becomes clearer with Villabé ( read our article), nothing says that the many sites available that could attract investors, fall in overall consistency of territory in this region. Reforms in local communities become clearer, we will move forward to be closer cooperation between intercommunalities. Echarcon will then make a link between north and south of the valley of the Essonne.
