To explain my vote "against" presentation of " REOM i "I said, in public at the meeting of the Community Council of the EAAC 19 October 2010:

President shouted (or rather screamed!) Wednesday, November 24 at the public meeting Mennecy, articulating clearly into a microphone: " The REOM is delayed by one year to 1 st January 2012! . Remember he has already told us (On a more measured tone!) in June 2009: "The REOM is postponed until 1 January 2011 ^st " ... because it was at that time, the 1 st January 2010 .

The same causes produce the same effects, (and the same result in the same stupidities disaster!) , it is now appropriate to take stock of what it should be called "a fiasco predictable and expected " and make the list of actions that led ... and ... he will carefully avoid in the future.

I) Reviews methodological

A) FMB (Global Staffing Operations )

II) CRITICAL Practical details

A) REOM "i" (as incentive) or REOM "d" (as deterrent)?

with 60% fixed and 40% of variable incentive it has nothing!

The right thing to sort is not paying enough .

B) Size of bins

By refusing bins contain less than 120 liters and condemnation of the individuals is:

- to present high price (!?!?!) their tank almost empty.

- to wait many weeks ... ... it is full before the present (!?!?!).

- to use bags of OM ... for the greatest joy of stray animals (!?!?!).

C) bags of green waste to 1.5 € (15 € for 10 bags! € 22.5 to 15 bags!) ... deserve the adjective "deterrent."

D) The refusal to collect the firewood! Without comment as this obvious absurdity .

E) "Bulky appointment" at 10 € unit: risk dumps !

F) The Halls selling paper bags of green waste for the benefit of the EAAC

- the dirty work for municipalities, which must use their resources, their staff ... and wipe the recriminations of the inhabitants.

- the recipe for the EAAC.

- the Commons before probably create (and pay!) a board of revenue collection.

G) dumps generated by this REOM "i" cleared by the Commons.

They will make available staff, a history and accounting ... the EAAC reimbursing municipalities (!?!?!) ... based on a total global fixed ... following a breakdown ... not explained.

H) Encouraging people to increase their trips to the recycling center.

Question: in terms of CO2, is it better a truck carrying waste or a file ... ... ... uninterrupted vehicles converging on a rubbish?

I) lights green waste (or other colors ...) in gardens may restart at a time ... like ... that finally, we all thought over.

III) Notes

A year ago, to approve the principle of the REOM he was (!?!?!) promised in June 2009 by P. Imbert in 2010 to review the ratio of 40% variable, 60% fixed. " Promise Not required : this has never been reviewed during the past year, "he " there is always opposed!

It's a list, probably incomplete, of nonsense not to renew.

This is not the principle of the REOM which is objectionable in itself, but its implementation requires great skill and the exclusion of any and all amateur improvisation.

For the future, any future attempt at a REOM institution should be a model " pedagogy" and " consultation "not to be confused with" com "or" pub .
